The ninth survey of the members of the Ukrainian parliament

Since 1994, the United States Agency for International Development has supported parliamentary technical assistance programs in Ukraine.

In 1998, a first survey of Ukrainian MPs was conducted by such a program for the first time. The survey was designed with the goal of better informing the USAID democracy and governance specialists on urgent needs of the Ukrainian Parliament, an assembly that just recently started to strengthen institutionally as a democratic and rule abiding establishment.

Thus 1998 marked the beginning of utilization by USAID of the survey instrument that gauges into a vast variety of legislative strengthening and lawmaking process issues as opined about by the Ukrainian legislative elite. These issues embrace the institutional strengthening of the Verkhovna Rada; deputy legislative, representation and oversight activities in the Parliament as well as in constituency districts; and cooperation with the Ukrainian civil society and foreign donor and technical assistance organizations.

In this publication, the results of the ninth survey of national deputies of Ukraine are presented and placed in comparative perspective where applicable with results of the previous surveys.

From October through December 2015, the Kyiv International Institute of Sociology conducted a survey of members of the Ukrainian Parliament elected on October 26, 2014 at a pre-term parliamentary election. This eigth Parliament assumed its legal authority on November 27, 2014.
