Socio-political situation in Ukraine: February – March, 2016


Major results:

  • All-Ukrainian union “Batkivshchyna” is a leader of party ranking in the elections to Verkhovna Rada. It is followed by the parties “Opozytsiinyi block”, “Block Petra Poroshenka”, “Samopomich”, and Radical party.

  • Y.Tymoshenko and P. Poroshenko are the leaders in the Presidential rating. In case of the second round Y.Tymoshenko would receive more votes than P.Poroshenko.

  • Majority of the population think the government leads Ukraine in wrong direction. Also the majority of the population think that socio-economical situation in Ukraine has become worse over the last two years. People blame it mostly on the Prime Minister and the President.

  • Majority of the population think that parliament was wrong when decided not to dismiss the government on February 16. Most of the Ukrainians believe that forming new government with a new Prime Minister is a way out of political crisis.

  • Most residents of Ukraine think that conflict on the East of Ukraine should be solved through peaceful international negotiations.

 

In a period of February 23 – March 8, 2016 Kyiv International Institute of Sociology (KIIS) has conducted all-Ukrainian public opinion poll on the client`s request. Data were collected from 2039 respondents living in 110 settlements in all regions of Ukraine (except the AR of Crimea) through personal interviews. Sample is stochastic, four-staged with quota selection on the last stage, and representative for the population of Ukraine aged 18 and above.

In Luhansk and Donetsk regions survey was conducted only on the territories controlled by Ukraine.

The statistical sample error (with probability of 0.95 and design–effect of 1.5) does not exceed: 3.3% for indicators close to 50%, 2.8% – for indicators close to 25%, 2.0% – for indicators close to 10%, 1.4% – for indicators close to 5%.

Estimation of the direction in which government leads Ukraine. Perception of the changes in socio-economic sphere over the past two years

  • To the question “In your opinion, does Ukrainian government lead the country in the right or in the wrong direction?” 78.3% of the respondents answer “in the wrong direction”, 12% - choose “in the right direction”, 9.6% - did not answer the question.

  • 87.2% of adult population of Ukraine think that socio-economic situation became slightly or significantly worse over the past two years, 2.8% - think it became better, 8% - think that, in general, situation did not change.

  • Amongst those who admitted the deterioration of socio-economic situation, 33.2% blame it mostly on the Prime Minister A.Yatseniuk, 24.2% blame it mostly on P.Poroshenko, also 11.1% think that Cabinet of Ministers is responsible for the deterioration. Other variants from the list were chosen less often.

Voting for the dismissal of the government on February 16, and the coalition collapse

  • To the question “As you, probably, know, on February 16 the Verkhovna Rada listened to the report of the Cabinet of Ministers of Ukraine and recognized the work of the Government as unsatisfactory. At the same time, the Verkhovna Rada did NOT support the dismissal of the Government. In your opinion, was the decision of the parliament not to dismiss the Government right or wrong?” 54.6% of the respondents answered “the decision of the parliament not to dismiss the government was wrong”. Option “the decision of the parliament not to dismiss the government was right” was supported by 19.2% of the respondents, 26.3% of the respondents did not answer the question.

  • 27.6% of adult population of Ukraine impose the main responsibility for coalition collapse on the Prime Minister A.Yatseniuk, 21.5% - on the President Petro Poroshenko. Also 7.1% of the respondents impose the main responsibility on all-Ukrainian union “Batkivshchyna”/ Y.Tymoshenko. Other variants were chosen less often.

  • To the question “In your opinion, which of these steps listed on the card would help to get out of political crisis in Ukraine?” 49.6% answer “Dismissal of the current government and creation of the new government with a new Prime Minister”. Also, 17.4% of the respondents chose “Continuation of the reforms by the current Government of Ukraine”, 14.6% - “Creation of the new coalition in the current government”, 13.8% - “Early elections of the President of Ukraine”, 13.4% - “Early elections to the Verkhovna Rada of Ukraine”. Other variants were chosen less often.

  • To the question “Do you personally support or not support the idea of conduction of early parliamentary elections in the near future in order to peacefully restart the government in Ukraine?” 43.4% of the citizens aged 18 and above answered that they supported this idea, 34.1% - that they did not.

  • To the question “Do you personally support or not support the idea of conduction of early Presidential elections in the near future in order to peacefully restart the government in Ukraine?” 40.9% of the citizens aged 18 and above answered that they supported this idea, 37.5% - that they did not.

 

Thoughts of the population of Ukraine about who would handle the duties of the Prime Minister better

Answers to the question “Whom out of the politicians mentioned in the card would you like to see as a Prime Minister of Ukraine?” were distributed as follows:

  • Yulia Tymoshenko – 12.9%,

  • Mikheil Saakashvili – 9.9%,

  • Oleh Liashko – 6.5%,

  • Andrii Sadovyi – 5.9%,

  • Arseniy Yatseniuk – 5.6%,

  • Yurii Boiko – 4.7%,

  • Anatolii Hrytsenko – 3.7%,

  • Natalia Yaresko – 3.2%,

  • Named other politicians – 1.6%,

  • Do not want any of these politicians to become a Prime Minister – 27.2%,

  • Have not decided yet – 15.8%.

 

Attitude toward the appointment of foreigners to important governmental positions

  • Among the adult population of Ukraine, 56.5% do not support “appointment of foreigners to important governmental positions”,32.9% do support, 10.5% have not decided yet.

 

Thoughts of the population of Ukraine about the ways of solving the conflict on the East of Ukraine, and about Minsk agreement

  • To the question “Which of the ways out of the current military conflict in Donbas do you consider to be the most appropriate?” 66.6% of the respondents answered “Continuation of international negotiations until complete resolution”, 20.4% of the respondents chose “Activation of military actions, offensive until full liberation of Donbas”, 13% of the respondents did not answer.

Electoral moods of the population in the elections to the Verkhovna Rada

If elections to the Verkhovna Rada had been held in the middle of March, out of all citizens of Ukraine aged 18 and above:

  • 9.5%  would have voted for the party all-Ukrainian union “Batkivshchyna”,

  • 6.7% – for the party “Opozytsiinyi block”

  •  5.8% – for the party “Block Petra Poroshenko”,

  •  5.5% – for the party “Samopomich”,

  •  5.5% – for the Radical party of Oleh Liashko,

  •  3.2% – for the party all-Ukrainian union “Svoboda”,

  •  2.6% – for the party “Hromadianska pozytsiia”,

  •  2.1% – for the party “Rukh za ochyshenia”,

  •  1.3% – for the party “UKROP”,

  •  1.3% – for the party “Natsionalnyi rukh Dmytra Yarosha”,

  •  1.1% – for the party “Vidrodzhenia”,

  •  1.0% – for the party “Narodnyi front”,

  •  1.0% – for the party “Nova derzhava”,

  •  For other parties in total – 4.3%,

  •  6.5% would have crossed out all the parties, would have spoilt the ballot,

  • 21.0% would have not participated,

  • 21.5% have not decided yet.

 

That is, if all those who have not decided how to vote yet, had not, as usual, come to the elections, about 51% of all voters would have participated, and their votes would have been distributed as follows (actually, these indexes are the closest to the possible elections which could have been held in mid-March):

  • 18,6%  would have voted for for the party all-Ukrainian union “Batkivshchyna”,

  • 13.2% – for the party “Opozytsiinyi block”

  • 11.4% – for the party “Block Petra Poroshenko”,

  •  10.9% – for the party “Samopomich”,

  •  10.9% – for the Radical party of Oleh Liashko,

  •  6,2% – for the party all-Ukrainian union “Svoboda”,

  • 5.1% – for the party “Hromadianska pozytsiia”,

  •  4.1% – for the party “Rukh za ochyshenia”,

  •  2.6% – for the party “UKROP”,

  •  2.5% – for the party “Natsionalnyi rukh Dmytra Yarosha”,

  •  2.2% – for the party “Vidrodzhenia”,

  •  1.9% – for the party “Narodnyi front”,

  •  1.9% – for the party “Nova derzhava”,

  •  For other parties in total - 8,3%.

 

Considering the sensitivity of the issue of electoral choice, respondents once again were asked the question about which party they would vote for, but using the technique of "secret box". The technique provided that the respondent received a short questionnaire with the question about voting in elections to the Verkhovna Rada (it looked like a ballot). Respondent filled questionnaire him-/her-self and put it than in a special box. Thus, the interviewer did not know the answer of respondent, and it was hoped to raise the sincerity of responses. The following table presents the distribution of answers to this question.

Electoral moods of the population in the elections of the President of Ukraine

If elections of the President of Ukraine had been held in the middle of March, out of all citizens of Ukraine aged 18 and above:

  • 10.9% would have voted for Yulia Tymoshenko,

  • 9.3% - for Petro Poroshenko,

  • 6.3% - for Oleh Liashko,

  • 5.4% - for Andrii Sadovyi,

  • 5.0% - for Anatolii Hrytsenko,

  • 4.9% - for Yurii Boiko,

  • 2.1% - for Oleh Tiahnybok,

  • 2.0% - for Dmytro Yarosh,

  • 1.8% - for Serhii Tihipko,

  • 1.0% - for Petro Symonenko,

  • 0.7% - for Henadii Korban,

  • 0.6% - for Valentyn Nalyvaichenko,

  • for other candidates in total – 2.1%,

  • 6.2% would have crossed out all parties from the ballot, would have spoilt the ballot,

  • 18.8% would have not participated,

  • 23.0% have not decided whom to vote for yet.         

      That is, if all those who have not decided how to vote yet, had not, as usual, come to the elections, about 53% of all voters would have participated, and their votes would have been distributed as follows (actually, these indexes are the closest to the possible elections which could have been held in mid-March):

  • 20.9% would have voted for Yulia Tymoshenko,

  • 17.9% - for Petro Poroshenko,

  • 12.0% - for Oleh Liashko,

  • 10.3% - for Andrii Sadovyi,

  • 9.6% - for Anatolii Hrytsenko,

  • 9.5% - for Yurii Boiko,

  • 41.3% would not participate in voting,
  • 17.1% have not decided yet.
