Attitudes towards the ban on "112", "ZIK" and "NewsOne" channels: results of a telephone survey conducted on February 5-7, 2021

During February 5-7, 2021, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion poll "Omnibus". By the method of computer-assisted telephone interviews (CATI) based on a random sample of mobile telephone numbers 2005 respondents were interviewed living in all regions of Ukraine (except the Autonomous Republic of Crimea). As part of the survey, an experiment was conducted, according to which half of the randomly selected respondents were asked one question, the other half - the second question. As a result, about 1,000 respondents answered each question. The sample is representative for the adult population (18 years and older) of Ukraine. The sample does not include territories that are temporarily not controlled by the authorities of Ukraine - the Autonomous Republic of Crimea, certain districts of Donetsk and Luhansk regions.

In Luhansk and Donetsk regions, the survey was conducted only in the territory controlled by the Ukrainian authorities.

The statistical error of the sample of about 1000 respondents (with a probability of 0.95 and taking into account the design effect of 1.1) does not exceed: 3.4% for indicators close to 50%, 3% for indicators close to 25%, 2.1 % - for indicators close to 10%, 1.5% - for indicators close to 5%.

 

Given the sensitivity of the issues related to the various "bans", the KIIS has formulated two question options. For correctness, the "split-sample" procedure was used, according to which half of the randomly selected respondents were asked one wording of the question, the other half - the second wording. An experiment with a difference in the wording of the questions showed that those who support the decision of the National Security and Defense Council (it is mostly the population of the West and the Center) and those who do not support (it is the majority of the population of the South and the East), are approximately equally

 

Diagram 1 shows the results for the first formulation. According to this question, the respondent was asked to choose one of the two interpretations with which he more agrees: "the ban on "112", "ZIK" and "NewsOne" in Ukraine is a necessary step to protect the state" OR "the ban on "112", "ZIK" and "NewsOne" in Ukraine is a mistake and only limits the rights of citizens." Earlier, at the request of the NGO "Media Detector" KIIS asked similar questions, but about Russian TV channels. Now we have used a similar wording, but about the banned three TV channels.

 

In general, 34.6% of respondents in this formulation consider the ban a necessary step, while 40.8%, on the contrary, consider it a mistake. If in the West and in the Center support of a step rather prevails, in the South, the East and Donbas there are more of those who consider such step as a mistake.

Diagram 2 shows the data among party voters. "Yes" and "Syla i Chest" voters support the ban the most. Among the "Sluha Narodu" voters, 47.3% support such a move, and 32.6% consider it a mistake. Among "Batkivshchyna" voters, 38.8% support such a move, and 32.8% consider it a mistake. At the same time, 79.7% of "OPZZh" voters consider a step a mistake, and 5% support.

            At the same time, among those who have an "uncertain" position, 36% consider the step a mistake, and 26.2% support the step.

The second half of the respondents was asked "On February 2, President Volodymyr Zelenskyi and the National Security and Defense Council decided to ban the broadcasting of TV channels"112","ZIK"and"NewsOne". Do you support or do you not support this decision?". In this formulation, 43% support the decision, do not support – 40.3%. In the West and in the Center more those who support the decision, and in the South, the East and Donbas more those who do not support the decision.

Diagram 4 shows the data among party voters. In this case, the voters of "Yes", "Sluha Narodu" (compared to the first wording here opinions are more definite in favor of supporting the decision) and "Syla i Chest" support the most, the least - "OPZZh". "Batkivshchyna" voters have mixed opinions.
