Dynamics of trust in social institutions during 2020-2021: the results of a telephone survey
On December 3-11, 2021, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion poll "Omnibus". By the method of computer-assisted telephone interviews (CATI) based on a random sample of mobile telephone numbers (with random generation of telephone numbers and subsequent statistical weighing) were interviewed 2,000 respondents living in all regions of Ukraine (except AR of Crimea). The sample is representative of the adult population (18 years and older) of Ukraine. The sample does not include territories that are temporarily not controlled by the authorities of Ukraine - the Autonomous Republic of Crimea, some districts of Donetsk and Luhansk regions. In Luhansk and Donetsk regions, the poll was conducted only in the territory controlled by the Ukrainian authorities. Statistical sampling error (with a probability of 0.95 and taking into account the design effect of 1.1) does not exceed: 2.4% for indicators close to 50%, 2.1% for indicators close to 25%, 1.5% - for indicators close to 10%, 1.1% - for indicators close to 5%. At the same time, compared to December 2020, there is an increase in trust in the Armed Forces of Ukraine. A total of 72% of Ukrainians trust the army, and the balance of trust and distrust is + 60%. Compared to December 2020, the share of those who trust has increased by 6 percentage points, and the balance of trust and distrust - by 8 percentage points. At the same time, there are noticeable regional differences - from West to East the share of those who trust the army decreases, but at the same time in all regions most respondents trust the Armed Forces of Ukraine (from 81% in the West to 52% in the East) with a clear positive balance of trust and distrust from + 75% in the West to + 28% in the East). Also, compared to December 2020, in all regions there is a growing tendency of trust in the army. Also, the majority of respondents trust volunteers (68%, balance - + 57%) and ordinary people in their locality (63%, balance - + 51%), and 51% trust the Church with a balance of + 27%. In the case of volunteers and the Church, the indicators have not changed compared to 2020 (changes within the margin of error), and in the case of ordinary people there is a decrease of 4 percentage points and the share of those who trust them and the balance. In the regional dimension, trust in ordinary people is about the same in different regions. In the case of volunteers, there is a tendency to reduce trust from West to East (from 75% to 60%). As for the Church, the West stands out from other regions, where 67% trust the Church against 41-47% in other regions. NGOs also have a positive balance of trust and distrust - 39% of respondents trust them in general, and the balance is + 18% (without significant changes compared to 2020). In the regional dimension, there is also a tendency to reduce trust from West to East (from 45% to 30%, although in all regions there is a positive balance of trust and distrust). The remaining 8 institutions on the list have a negative trust-distrust balance. In fact, distrust of central government institutions (president, parliament, government), law enforcement agencies (national police, patrol police, SBU), and the media prevails among respondents). Among the authorities, 27% trust the President, while 50% do not. Accordingly, the balance of trust and distrust is -23%. Compared to December 2020, the indicators deteriorate: the share of those who trust the President decreased by 5 percentage points, and the balance of trust and distrust - by 10 percentage points. In the regional dimension, distrust is predominant in all regions, although distrust is growing somewhat from West to East. Fewer respondents trust the Cabinet of Ministers and the Verkhovna Rada: respectively, 14% trust the Government (balance - -46%) and 11% trust the Parliament (balance - -56%). Compared to December 2020, the situation has not changed. The situation is somewhat better in the case of law enforcement agencies: 30-35% trust the Patrol Police, the SBU and the National Police. The balance of trust ranges from -2% in the case of the Patrol Police to -14% in the case of the National Police. Although the share of those who trust this institution has not changed compared to December 2020, but the balance in all three cases has improved slightly. There are no significant regional differences in the trust of law enforcement agencies. 32% of respondents trust the Ukrainian media, and the balance of trust and distrust is -7%. Compared to December 2020, the balance of trust and distrust is improving. Ukrainian media in the East are somewhat less trusted. 3% of respondents trust the Russian media with a balance of -75%. Compared to December 2020, there were no significant changes. In all regions, the vast majority do not trust the Russian media, but slightly less critical of them - residents of eastern Ukraine.
