National exit-poll 2014 on the Presidential Elections in Ukraine started on time and runs with no incidents

National exit-poll is conducted by the Consortium, which includes Ilko Kucheriv Democratic Initiatives Foundation, Kyiv International Institute of Sociology (KIIS) and Razumkov  Centre for Economic and Political Studies. It was started on time and nothing hinder the work of the interviewers .

It was mentioned on the press-conference “National exit-poll 2014: start of the poll and the obstacles occurred” by Iryna Bekeshkina, head of Ilko Kucheriv Democratic Initiatives Foundation. She said that exit-poll took place also in Donetsk and Luhansk regions, but only in the polling stations, which had been opened.

Sociologists also noted that long queues at polling stations in Kyiv may affect the results of local elections in the capital. She argued that young people avoid standing in a long queues and they go away with the intention to come back later. “But we do not know if they be back” – said Iryna Bekeshkina skeptically. Expert believes that it will not affect the results of the elections on the state level but it may significantly affect the results on local level in the capital, because young people are the main electorate of some young teams which participate in the elections.

Daria Sokolova, junior expert of political and legal programs in Razumkov Centr, said that at about 12 am a lot of people had received an SMS with the preliminary results of the exit-poll, followed by the abbreviations of organizations which actually conduct the exit-poll. Ordinary citizens reported about this to Razumkov Centr asking if the SMS were true. Thus expert warned that the Consortium had nothing in common with this pseudo exit-poll.

Tetyana Piaskovska, Assistant Executive Chief in KIIS, admitted that due to the long queues, poor organization of polling stations, and therefore the probability that people will come several times trying to vote, the error for the leaders of the race may rise from the previously mentioned 2,5% to 3,5%. She also said that because of difficulties the Consortium had faced in Luhansk and Donetsk regions, it was the first time KIIS was conducting CATI exit-poll using stationary and mobile phones there. It is planned to interview about 2k respondents: 1k for each region. Results will be published at 8 pm.

Kateryna Kozerenko, head of the department in Levada Analytical Center (Levada-Center, Moscow, Russia), is working in exit-poll as expert-observer and she noted a good organization of exit-poll conduct. “Interviewers perform professionally, everything is working like a clockwork”, - said sociologist.

SamKliger, head of the Research Instiute for New Americans (USA), noted that in the USA these elections are considered to be historically important, because its result will affect not only Ukraine, but also Europe and the whole world. “That is why it is very interesting for us to watch this process, - said sociologist. – On the one hand, it is bad that there are big lines, but on other hand it is very good. It means that huge amount of people want to vote. As we observe, the turnout in Kyiv may be not less than 70% and it is exciting. People are friendly: they willingly participate in the poll and answer the interviewers questions. Interviewers are well-trained so there are no hindrances during the survey”.

In his point of view, there are no serious reasons for the systematic error to occur. Sam Kliger is confident that the results of National exit-poll will be highly precise.

Ihor Kohut, head of the Supervisory Board of the National Exit poll 2014, admitted the high qualification of organizations which conduct the survey and stated that the process of exit-poll was held professionally, so the objectivity of it is undeniable. Expert also argued it was very hopeful and encouraging that Ukrainian people were trying to defend their right for independence and development not with the weapon, but with the ballots in their hands.

“The high turnout is a surprise, but also the most positive fact about the elections, - says Ihor Kohut. – Sociological organizations receive data from Eastern regions, where elections are held as well, though not on such scale as in all other parts of Ukraine. Even so, all statements which will be presented then by the country, everyone knows which one I mean, about the illegitimacy of the elections, will be offset by the Ukrainians high turnout”, - the expert concluded.
