Is automobile a luxury?

In February 2016 Kyiv International Institute of Sociology  (KIIS) has conducted all-Ukrainian public opinion poll on the availability of cars in households. Data were collected from 2020 respondents living in all regions of Ukraine (except the AR of Crimea and territories that are out of Ukrainian control). Research was conducted at respondents` homes using the method of personal interview. Sample is stochastic and representative for the population of Ukraine aged 18 and above.

The statistical sample error (with probability of 0.95 and design–effect of 1.5) does not exceed: 3.3% for indicators close to 50%, 2.8% – for indicators close to 25%, 2.0% – for indicators close to 10%, 1.4% – for indicators close to 5%.

 

“Automobile is not a luxury, it is a means of transport”, - this quote of Ostap Bender is still actual. However, in modern Ukraine the availability of such means of transport as automobile is a distant dream for many Ukrainians.

The results showed that vast majority of households in Ukraine does not has cars – 74%. Only a quarter of all respondents appeared to be owners of automobile (24.5%), almost 96% of them have only one car (Pic. 1-2).

What is interesting is that vast majority of car owners (93%) have Compulsory insurance of auto-civil liability (CIACL) (Pic.3). At the same time three quarters of drivers (73%) additionally possess CASCO insurance (Pic.4).

The main leaders amongst insurance companies are “Oranta” and “ASKA”. Amongst those who have insurance CIACL, almost 13% are insured in “Oranta”, 8% - in “ASKA”. All other companies have a share lower than 3.5% (Pic.5). Amongst those who have CASCO insurance, shares of “Oranta” and of “ASKA” companies are the same (significance of differences not found) and equal nearly 7% (Pic.6).

Interestingly, the vast majority of car owners do not remember the name of their insurance company. It may be due to the fact that the one who is a regular user of the car and the one who is responsible for the choice of insurance company are two different people. Nevertheless, the big amount of responses "do not remember the name" may affect the actual distribution of leaders of insurance companies.

 «In Ukraine, like elsewhere in the world, the possession of the car is an indicator of the high level of prosperity and of the greater mobility of the population. Unfortunately, among the seven countries with which we share the borders, Ukraine has almost the lowest number of automobiles per capita, leaving behind only Moldova. The general decrease of activity in the automobile market is observed over the past years, moreover, sales that are made relate mainly to second-hand vehicles. Such will to save money is expressed also when deciding about the insurance, especially CASCO. These all relate to overall deterioration of economical situation in the country, bank crisis and increase in excise taxes and fees when buying a car. Despite the slightly disheartening data, Ukrainian auto-market potentially has a chance to grow. First of all, personal car park is very outdated (almost 2/3 of personal automobiles are older than 10 years, and 31% of personal automobiles are older than 20 years), that is why somehow there is a delayed demand for car replacement. The second thing is that the development of a network of modern highways in Ukraine and growing openness of the borders with Europe will encourage car purchase and insurance”.

"There is a thing to be kept in mind for correct interpretation of the data. Data of the poll are different from the statistics of registered cars because, firstly, we asked only about the automobiles that are in operation, secondly, we asked only about personal cars. Whereas statistics of registered cars includes also cars that are out of the operation and not personal cars. Moreover, we asked not about the car that respondent drives him-/ herself but about the car in the household. We did it this way because questions from the omnibus were meant to be representative for the whole population, and if we had asked about personal cars, the sample of car owners would have been very small. Also, in that case we would have had to apply recalculations for households. That is why most of the respondents were not drivers of a car in the household – it explains inaccuracy and lack of answers concerning the insurance. However, if we filter those who personally were driving the car during the past four weeks or more often (there were 277 such people, sample error is 6% even without design-effect), the leading insurance companies still will be ASKA and ORANTA, and half of the respondents will not remember the name of their insurance company. It means that drivers themselves do not remember very well in which company they got their insurance".
