Socio-political attitudes of the residents of Ukraine and support rating for parties and political leaders: May- June, 2016

Major results:

  • The majority of the Ukrainians believes that government leads the state in wrong direction, and negatively evaluates the activities of the central authorities.

  • Most of the residents believe that the conflict in the East of Ukraine should be resolved via international peace talks

  • The most popular option of foreign policy vector is membership in the European Union but now it is supported by less than a half of the population. Perspective of membership in the Customs union receives only 12% of support.

  • NATO membership is supported by 44%, and 38% of the Ukrainians are against it.

  • 82% of the Ukrainians believe that now Ukraine is in need of a strong leader who would have broad powers

  • If parliamentary elections were held in early June, all-Ukrainian union "Batkivshchyna" would get the most votes (22% of votes cast), and representatives of the parties "Block Petra Poroshenka" (13%), "Opozytsiinyi block" (12%), the Radical Party of Oleg Lyashko (11%), “Obiyednannya Samopomich” (11%) and "Hromadyanska pozytsia" (5%) would be presented in the Verkhovna Rada as well.

  • If Presidential elections were held in early June, Yulia Tymoshenko could get the most votes (24% of votes cast), and Petro Poroshenko would participate in the second round (14%).

On May, 20 – June, 2 2016 Kyiv International Institute of Sociology conducted all-Ukrainian public opinion poll by clients request. Sample consisted of 2043 respondents living in 110 settlements in all regions of Ukraine (except for AR of Crimea). Sample was 4-staged with quota selection on the last stage, and is representative for the population of Ukraine aged 18 and above.

 In Luhansk and Donetsk regions poll was conducted only on the territories controlled by Ukrainian government.

Statistical sample error (with probability 0.95 and design-effect of 1.5) does not exceed^ 3.3% for indicators close to 50%, 2.8% for indicators close to 25%, 2.0% for indicators close to 10%, 1.4% for indicators close to 5%.

 

Commentary of KIIS experts: «Sociologists` work became much more difficult over the past two years because of the issues related to the opportunities of polling in Donbas region. There is no reliable statistics about the amount of people living in controlled and uncontrolled parts of Luhansk and Donetsk regions. Sociologists have to decide on the sample distribution under different hypothesis – with or without considering migration, with or without considering uncontrolled territories etc. That is why data may differ from poll to poll by a few percentage points (especially it concerns the ratings). In this particular survey sample was distributed only on the controlled territories of Donbas in the same proportion that, according to the CEC data, corresponds to the proportion of Donbas voters in the last parliamentary elections (October, 2014)».

 

 

Estimation of directions of governmental lead in Ukraine. Assessment of the authorities of Ukraine

 

  • To the question «In your opinion, does government lead Ukraine in the right or wrong direction?" 76% of respondents answered "in the wrong direction». Option “in the right direction” was chosen by 11% of respondents, 13% could not answer the question.
  • 14.1% of the population positively evaluate the activities of the President P. Poroshenko, 70.1% evaluate them negatively. Also 15.8% could not decide on the answer. As to activities of the Prime Minister V. Hroisman they are positively evaluated by 12.2%, negatively – by 51.2%, 36.6% did not decide on the answer.
  • The activities of the Verkhovna Rada are positively evaluated by 4.1% of Ukrainian adults, negatively – by 86.9%, 9.1% did not decide on answer.
  • At the same time 47.1% of respondents reported they positively evaluated the activities of their Mayor/ Head of the village. Also 29.9% evaluate them negatively, 23% % did not decide on answer. 

 

The opinions of the population about ways to resolve the conflict in Eastern Ukraine and about Minsk agreements

  • The question "Which way out of the current military conflict in Donbas do you consider to be the most appropriate?" 66.7% of respondents answered "continuation of international negotiations to complete arrangement". Option 'Activation of hostilities, offensive to the complete liberation of Donbass" chose 19.6% of respondents. Another 13.7% of respondents could not answer the question. 

 

The foreign policy vector. Accession to NATO

  • The question "Which direction of integration should Ukraine follow?" 46.2% of respondents answered with the option "Accession to the European Union", option "Joining the Customs Union with Russia, Belarus and Kazakhstan" was chosen by 11.6% of respondents. Also 32.1% of respondents chose the option "Accession neither to the European Union nor to the Customs Union", another 10.1% of respondents could not answer the question.
  • 43.9% of respondents do support joining NATO, 38% - do not. Also 18.1% of respondents did not decide on the answer. 

 

Trust to politicians and public institutions

  • Among the 25 politicians of Ukraine proposed in the list relatively the highest level of trust is observed toward N. Savchenko who is trusted by 35% of all Ukrainian adults, 32.7% do not trust her. Another 32.3% do not have a certain attitude, or do not know who is N.Savchenko.
  • Further by the level of trust there are A. Sadovyi (32.3% trust, 40.7% do not trust), Y.Tymoshenko (28% vs. 57.3%), O. Lyashko (27.5% vs 52.4%), A. Hrytsenko (23.6% vs. 47.3%), M.Saakashvili (18.6% vs. 60.6%), P.Poroshenko (16.1% vs. 69.3%). Other figures from the list in the calculation of total population have a lower level of trust.
  • Among the considered list of public institutions the most trusted is Church: 63.7% trust the Church, 12.9% - do not. Another 23.4% could not answer the question.
  • Further by the level of trust there are the Army of Ukraine (63.2% - trust, 12% - do not), volunteer organizations that help immigrants (55.7% vs. 10.3%), volunteer organizations that help the Army (55.3% vs. 13.4%), volunteer battalions (49.2% vs. 17.9%). Other institutions from the list receive less trust from the citizens of Ukraine.

 

The necessity to grant broad powers to the leader of Ukraine

  • To the question "Does Ukraine in today`s situation need a strong leader who would have broad powers?" 82% of respondents said “yes”, 9.1% - disagreed. Another 8.9% of respondents could not answer the question.

 

 

Renaming of the post of Prime Minister in case of transition to parliamentary form of government

  • To the question "How would you react to the renaming of the post of Prime Minister of Ukraine from "Prime Minister" to "Chancellor" in case of transition from presidential to parliamentary form of government?" 6.9% answered they would have reacted positively. Have reaction is to be expected from 44.8%, 34.7% of respondents chose option "neither positive nor negative". Another 13.6% of respondents could not answer the question. 

 

Major sources of political information for the population of Ukraine

  • The most widely used source of political information for the Ukrainians are Ukrainian central TV channels – 64.1% get information from it every day or almost every day.
  • Other popular sources of political information of daily or almost daily use are the Internet (36.1%) and online social networks (32.7%)
  • Also 30.1% of the Ukrainians state that every day or almost every day they watch local TV channels. Other sources are used by much less amount of people.
  • In the share of the population that trusts the specific source, the leading position is occupied by Ukrainian central TV channels – they are trusted by 49.8% of the Ukrainians, 39.1% do not trust them. Further go the Internet (48% - trust, 16.7% - do not trust), local TV channels (47.5% vs. 31%), online social networks (42.2% vs. 19.1%) and local publications (41 2% versus 23.8%).
  • In general, 42.5% of the Ukrainians aged 18 and above use the Internet every day or almost every day, 17% - use the Internet at least several times a week.
  • 90.7% of the Internet users say they are actively using at least one online social network. The most popular networks are VKontakte (59.2%) Odnoklassniki (50%), Facebook (38.3%) and Google+ (33.4%).

 

Support for early elections

  • 39.2% of the Ukrainians do support the conduction of the early Presidential elections, 37.4% - do not. Also 23.5 did not decide on the answer.
  • 44,7% of the Ukrainians do support the conduction of the early Parliamentary elections, 32.8% - do not. Also 22.5 did not decide on the answer.

 

Electoral moods of the population about elections to Verkhovna Rada

If the elections to Verkhovna Rada had been held in early June, out of all Ukrainian citizens aged 18 and above –

  • 11.8% would have voted for the party «All-Ukrainian union “Batkivshchyna”»,
  •  7.0% — for the party «Blok Petra Poroshenka»,
  • 6.4% — for the party «Opozytsiinyi blok»,
  • 6.0% — for the Radical party of Oleh Lyashko,
  • 6.0% — for the party «Obiednannia “Samopomich”»,
  • 2.8% — for the party «Hromadyanska pozytsiya»,
  • 2.3% — for the party «All-Ukrainian union “Svoboda”»,
  • 1.5% — for the party «Rukh za ochyshchennia»,
  • 1.3% — for the party «UDAR»,
  • 1.0% — for the party «UKROP»,
  • 0.9% — for the party «Syl’na Ukraina»,
  • 0.8% — for the party «Narodnyi control»,
  • 0.8% — for the party «Nova derzhava»,
  • for other parties —5.2% in total,
  • 6.5% would have crossed out all the parties or spoilt the ballot,
  • 20.9% — decided not to participate in voting,
  • 18.8% — have not decided whom to vote for.

Thus, if those who have not decided whom to vote for yet had not, as usual, come to the elections, about 54% of all voters would have participated, and the votes submitted would have been distributed as follows (basically, these indicators are the closest to the possible results of the elections if they were held in early June):

  • 22.0% would have voted for the party «All-Ukrainian union “Batkivshchyna”»,
  • 13.0% — for the party «Blok Petra Poroshenka»,
  • 11.9% — for the party «Opozytsiinyi blok»,
  • 11.2% — for the Radical partyof Oleh Lyashko,
  • 11.1% — for the party «Obiednannia “Samopomich”»,
  • 5.1% — for the party «Hromadyanska pozytsiya»,
  • 4.3% — for the party «All-Ukrainian union “Svoboda”»,
  • 2.8% — for the party «Rukh za ochyshchennia»,
  • 2.4% — for the party «UDAR»,
  • 1.8% — for the party «UKROP»,
  • 1.7% — for the party «Syl`na Ukraina»,
  • 1.6% — for the party «Narodnyi control»,
  • 1.5% — for the party «Nova derzhava»,
  • for other parties —9.7% in total.

If the elections of the President of Ukraine had been held in early June, out of all Ukrainian citizens aged 18 and above –

  • 13.7% would have voted for Yulia Tymoshenko,
  • 7.9% — for Petro Poroshenko,
  • 7.3% — for Andrii Sadovyi,
  • 7.1% — for Oleh Liashko,
  • 6.7% — for Yurii Boiko,
  • 5.5% — for Anatolii Hrytsenko,
  • 2.2% — for Oleh Tiahnybok,
  • 1.5% — for Dmytro Yarosh,
  • For other candidates — 4.6% in total,
  • 7.6% — would have crossed out all the candidates or spoilt the ballot,
  • 16.6% — decided not to participate in voting,
  • 19.5% — have not decided whom to vote for.

 

 

Thus, if those who have not decided whom to vote for yet had not, as usual, come to the elections, about 56% of all voters would have participated, and the votes submitted would have been distributed as follows:

  • 24.3% would have voted for Yulia Tymoshenko,
  • 14.0% — for Petro Poroshenko,
  • 12.9% — for Andrii Sadovyi,
  • 12.5% — for Oleh Liashko,
  • 11.8% — for Yurii Boiko,
  • 9.8% — for Anatolii Hrytsenko,
  • 3.9% — for Oleh Tiahnybok,
  • 2.6% — for Dmytro Yarosh,
  • for other candidates — 8.1% in total.

 

Also respondents were asked the question “If Petro Poroshenko and Yulia Tymoshenko were in the second round of presidential elections in Ukraine, whom of these candidates would you vote for?”. The answers were distributed as follows:

  • 16.5% would vote for Petro Poroshenko,
  • 28.5% — for Yulia Tymoshenko,
  • 6.7% — would cross out all candidates, spoil the ballot,
  • 37.3% would not participate,
  • 10.9% have not decided yet.
