Socio-political intentions of the population of Ukraine: January-February 2019

On January 31st – February 10th, 2019, Kyiv International Institute of Sociology (KIIS) conducted an all-Ukrainian public opinion poll by the client`s request. Data were collected from 2007 respondents living in 134 settlements (PSU) in all regions of Ukraine (except for the AR of Crimea) with the method of personal interviewing. The sample was stochastic, 3-staged, with quota selection on the last stage, and it is representative of the population of Ukraine aged 18 and above.
In Luhansk and Donetsk oblasts survey was conducted only in the territories that are controlled by the Ukrainian government.
The statistical sampling error (with a probability of 0.95 and for a design effect of 1.5) does not exceed: 3.3% — for indexes close to 50%, 2.8% — for indexes close to 25%, 2.0% — for indexes close to 10%, 1.4% — for indexes close to 5%.
Preliminary comments of Anton Hrushetskyi, KIIS Deputy Head, on candidates ratings:
At the time of the poll, the final list of candidates was not yet known. Therefore, the respondents were offered a list of 36 candidates, that included all the major candidates so that the list is as close as possible to the one finally registered. However, the differences between the lists may have some influence. In general, among 36 candidates that were proposed, there were 5 who were not registered, eventually (Volodymyr Blashchuk, Oleksandr Kovalchuk, Denys Potapov, Serhii Rudyk, Nadiia Savchenko; in total they were chosen by 0.1% of respondents). At the same time, 13 candidates who registered were not on the list: Victor Bondar, Oleksandr Vashchenko, Mykola Gaber, Vasyl Zhuravliov, Yurii Karmazin, Victor Kryvenko, Serhii Kryvonos, Yuliia Lytvynenko, Andrii Novak, Serhii Nosenko, Volodymyr Petrov, Ruslan Rygovanov, Yurii Tymoshenko. Interpreting the results, it is necessary to take into account the statistical error of the sample. If the difference between the candidates is less than the statistical error, then it cannot be statistically substantiated which of them has higher support. In addition, the poll does not cover the population in some institutions (prisons, medical institutions), military personnel (to a large extent), foreign electorate. Given the small difference between a number of candidates, all these factors are needed to be taken into account when interpreting the results, especially concerning those candidates who have the most realistic chance of coming into the second round.
Expectations from the elections of the President of Ukraine
- Respondents were asked "What do you personally see as the main task of the presidential elections in 2019? Select no more than 2 options."
- Respondents` answers were distributed as follows:
- Ensure fair and transparent elections, and elect a power which legitimacy will not be doubted – 28.6%;
- Change the socio-economic course of the country – 24.6%;
- Put in power a new generation of politicians who are not related to the current system – 23.1%;
- Save the stability in the country – 20.4%;
- Replace people who are in power – 16.6%;
- Change the system of governing in the country – 15.9%;
- Prevent the revenge of the pro-Russian forces – 10.9%;
- Prevent populists from coming to power – 10.8%;
- Confirm the current course of state development – 8.6%;
- Change the geopolitical course of the country (rejection of the pro-Western course) – 6.1%;
- Other – 2%;
- Hard to say/Denial – 4.1%.
- Also, for 45.3% of respondents, the President first of all is a person who knows the needs of people and society and is responsible for the protection of citizen`s rights. For 32.1% it is a guarantor of the Constitution and compliance with the Laws. Fewer respondents chose the option "chief of command, responsible for national security" (9.6%) and "head of state responsible for foreign policy" (8.9%).
Sources of information and attitude towards public-political leaders
- To the question "From which sources do you get the most information about the candidates who run for the President of Ukraine? Choose no more than 2 variants.» The answers of respondents were distributed as follows:
- Central TV-channels – 78.6%;
- From news websites – 35%;
- From friends, relatives, acquaintances, colleagues, etc. – 11%;
- From social networks on the Internet – 9.3%;
- Local TV-channels – 9%;
- Central printed media – 6.2%;
- Local printed media – 4.7%;
- Radio – 3.1%;
- Other – 0.1%;
- Hard to say / Denial – 1.1%.
- Respondents were asked the question "Do you know him/her: heard anything or read about him or her? IF “I KNOW”: How do you feel about him/her?" about 10 public-political leaders. In the table below there are answers of respondents (arranged by the balance (difference) of positive-negative attitude):

- To the question "Whom of the persons, who declared their intention to run for the President, in your opinion, can be considered as politicians of the new generation", the respondents' answers were distributed in the following way:
- Volodymyr Zelenskyi – 38.6%;
- Yevhenii Muraiev – 7.5%;
- Ihor Smeshko – 4.4%;
- Nadiia Savchenko – 3.5%;
- Oleksandr Shevchenko – 2.5%;
- Other candidates (each one separately) were named by no more than 2% of respondents;
- Undecided or refused to answer – 26.6%;
- Consider, that none of the listed is a politician of the new generation – 17.5%.
Electoral intentions of the population about the elections of the President of Ukraine in the first round
If the elections of the President of Ukraine had been held at the beginning of February, then out of all citizens of Ukraine aged 18 and above:
- 16.4% would have voted for Volodymyr Zelenskyi,
- 10.8% – for Petro Poroshenko,
- 9.6% – for Yulia Tymoshenko,
- 6% – for Yurii Boiko,
- 4% – for Oleh Liashko,
- 3.7% – for Anatolii Hrytsenko,
- 1.7% – for Yevhenii Muraiev,
- 1.4% – for Ihor Smeshko,
- 1.4% – for Andrii Sadovyi,
- 1.3% – for Oleksandr Shevchenko,
- 1% – for Oleksandr Vilkul,
- 0.8% – for Ruslan Koshulynskyi,
- For other candidates –2.7% in total,
- 2.6% – would have crossed out all the candidates, would have spoilt the ballot,
- 6.2% – decided not to participate in voting,
- 27% – have not decided whom to vote for,
- 3.4% – refused to answer the question.
The difference in the support of P.Poroshenko and Yu.Tymoshenko is within the statistical error, which means that according to these data, the most realistic pairs in the second round might be V.Zelenskyi - P.Poroshenko or V.Zelenskyi -Yu.Tymoshenko, and still there is a high probability of a pair of P.Poroshenko -Yu.Tymoshenko.
Calculating the percentages in relation to those who decided about the choice (actually, these are the closest indicators to the possible outcomes of the election, if it had been held in early February) we will receive:
- 26.9% would have voted for Volodymyr Zelenskyi,
- 17.7% – for Petro Poroshenko,
- 15.8% – for Yulia Tymoshenko,
- 9.8% – for Yurii Boiko,
- 6.6% – for Oleh Liashko,
- 6.1% – for Anatolii Hrytsenko,
- 2.9% – for Ye.Muraiev,
- 2.4% – for Ihor Smeshko,
- 2.3% – for Andrii Sadovyi,
- 2.2% – for Oleksandr Shevchenko,
- 1.6% – for Oleksandr Vilkul,
- 1.3% – for Ruslan Koshulynskyi,
- For other candidates – 4.4% in total.
Respondents were additionally asked for whom else, besides their main choice, they were also ready to vote, as well as for which of the candidates they would not vote under any circumstances. The table below shows the rating of the "first" choice, the rating of the "second" choice (i.e. which percentage of all respondents considers this candidate as their "second" option) and anti-rating.

Electoral intentions of the population on the election of the President of Ukraine in the second round
In the course of the survey, 6 different situations of the second round were modeled for respondents, that is 2 probable couples of candidates. As you can see in the table below
- In the couple P.Poroshenko – Yu.Tymoshenko, the latter scores more: Yu.Tymoshenko, leader of AU “Batkivshchyna” (“Motherland”) got 27% among all respondents against 18.9%;
- Yu.Boiko scores less than both P.Poroshenko and Yu.Tymoshenko (while in the case of P.Poroshenko the difference is +3% among all respondents, in the case of Yu.Tymoshenko it is +13.5%);
- Yu.Tymoshenko scores higher in the pair with A.Hrytsenko: 26% vs. 22%;
- V.Zelenskyi scores higher both in the pair with P.Poroshenko (+21.5%) and with Yu.Tymoshenko (+13%).

Opinions and views of the population of Ukraine regarding a possible winner in the elections of the President of Ukraine
About half of the respondents hesitate and cannot say who will win the election. Among those who are determined with their opinion, P. Poroshenko (17.8% of all respondents) and Yu. Tymoshenko (16.8%) were mentioned the most often (the difference is within the limits of error). V. Zelenskyi was named by 13.7% of respondents. Other candidates were named by no more than 4% of the respondents.

Electoral intentions of the population on the election to the Verkhovna Rada
If the elections to the Verkhovna Rada of Ukraine had been held at the beginning of February, then out of all citizens of Ukraine aged 18 and above:
- 13.8% would have voted for the party “Sluha narodu (Servant of the People)”,
- 10.1% – for the party “All-Ukrainian Union “Batkivshchyna (Motherland)”,
- 7.9% – for the party “Block of Petro Poroshenko “Solidarnist (Solidarity)”,
- 5.8% – for the party “Opozytsiina platforma – Za jyttia (Opposition Platform – For Life)”,
- 3.5% – for the Radical party of Oleh Liashko,
- 3.5% – for the party “Hromadianska pozytsiya (Civil Position)”,
- 2.1% – for the party “Union “Samopomich (Self-help)”,
- 1.6% – for the party “Nashi (Ours)”,
- 1.3% – for the party “Opozytsiynyi block (“Opposition Block)”,
