Assessment of the work of authorities and reaction to current events

On November 22 – 25, 2019 Kyiv International Institute of Sociology (KIIS) conducted a public opinion poll with the use of CATI (computer-assisted telephone interviews). Data were collected from 1500 respondents, using the random sample of mobile numbers. The sample is representative of the population of Ukraine aged 18 and above. The sample does not include the territories that are temporarily out of Ukrainian control: the AR of Crimea, some parts of Donetsk and Luhansk oblasts. The statistical sampling error with a probability of 0.95 does not exceed 3%. The data of this study are compared with the results of the KIIS surveys conducted on November 4 to 7, October 9 to 11, and September 6 to 19, 2019.

 

  • Nearly half of those polled (45%) said their utility bills in October 2019 had increased compared to October 2018. Also, 35% of respondents reported that these costs had not changed or had decreased.

  • About 14% of the Ukrainians spend more than half of their family income on utility bills. Comparing the results of this survey with the KIIS survey conducted in 2015 on the request of the Friedrich Ebert Foundation (http://www.fes.kiev.ua/new/wb/media/publikationen/Stavlennya_ua_do_energozberezhennia_en.pdf), the proportion of those households that spend more than half of their income on utilities have more than doubled over 4 years (from 6% to 14%). The share of those that spend on utilities from a third to a half of income increased from 16% to 21%. Accordingly, the number of those spending on utility bills up to 10% of income has decreased: from 18% in 2015 to 12% in 2019. The proportion of those spending from 10% to 30% decreased as well: from 48% to 41%.

  • By the end of November, 52% of those polled had a positive attitude to Volodymyr Zelenskyi, 19% hold a negative attitude. During the fall, the share of those who favor Zelenskyi has decreased: it was 73% in September, 66% in October, 64% in early November, and 52% in late November. The share of those who take Zelenskyi negatively has increased during the autumn: it was 7% in September, 9% in October, 12% in early November, 19% at the end of November.

  • By the end of November, 11% of those polled had a positive attitude to Oleksii Goncharuk, 25% hold a negative perception. During the fall, the share of those who do not know Oleksii Goncharuk decreased: it was 49% in September, 48% in October, 40% in early November, 36% in late November. At the same time, the proportion of those who treat him negatively increased: it was 9% in September, 14% in October, 18% in early November, and 25% in late November.

  • At the end of November, 24% of those polled thought of Dmytro Razumkov positively, 16% had a negative attitude. At the end of November, the share of those who treat Razumkov negatively increased significantly compared to the beginning of November: from 16% to 9%.

  • At the end of November, 23% of those polled had a positive attitude towards Sviatoslav Vakarchuk, 32% had a negative attitude. The indicators of Yuriy Boyko are roughly the same as those of Sviatoslav Vakarchuk: 23% view him positively, 33% negatively. Petro Poroshenko is viewed positively by about 12% of respondents, negatively – by 64%. Also, 20% of respondents had a positive attitude to Yulia Tymoshenko, 41% – had negative. Viktor Medvedchuk is viewed positively by about 15% of the participants in the study, negatively – by 44%. Arsenii Yatseniuk had the support of about 9% of the polled, while 59% of respondents treat him negatively. Oleg Tiahnybok is viewed positively by about 11% of respondents, and negatively – by about 47%. Vadym Rabinovych received a positive attitude from about 15% of those who participated in the research, negative – from 41% of respondents.

  • Compared to the beginning of November, the assessment of the actions of the President of Ukraine has worsened at the end of the month: the share of those who approve of his work has decreased by 10 percentage points (from 64% to 54%), and the share of those who disapprove has increased by 13 percentage points (from 23% to 36%).

  • Compared to the beginning of November, the assessment of the work of the Government of Ukraine has worsened by the end of the month: its work is approved by 7 percentage points smaller number of people (decrease from 44% to 37%), and disapproved by 11 percentage points greater number of people (increase from 37% to 48%). The assessment of the activities of the Cabinet of Ministers of Ukraine has been worsening since October.

  • Assessment of the work of the Verkhovna Rada of Ukraine has also worsened by the end of November: compared to the beginning of the month the approval of the parliament`s activities has decreased by 9 percentage points (from 45% to 36%) and the disapproval has increased by 12 percentage points (from 40% to 52%). The assessment of the activities of the Verkhovna Rada of Ukraine has been worsening since October.

  • The adoption of the Land Market Law in the first reading by the Verkhovna Rada of Ukraine was supported by 29% of respondents and disapproved of by twice as many respondents - 64%.

  • If an all-Ukrainian referendum on the sale of the agricultural land was held next Sunday, then 22% of the Ukrainians would vote "for" the land market, 59% - “against”, another 14% would not vote.

  • The survey participants gave the following estimates about the positions and voting of parties in the parliament on the sale of lands: 20% approved of the vote of "Sluha Narodu (Servant of the People)", 39% have not approved (the balance is -19%); 23% approved of the vote of “Opozytsiina platforma – Za jyttia (Opposition Platform - For Life)”, 24% have disapproved (the balance is -1% balance); 25% approve the vote of “Batkivshchyna (Motherland)”, 23% have disapproved (the balance is +2%); 15% approved of the vote of “Yevropeiska solidarnist (European Solidarity)”, 28% have disapproved (the balance is -13%); also, 15% approved of the vote of “Holos (Voice)”, and 22% have disapproved it (the balance is -7%).

  • If foreigners will be able to buy land in Ukraine before the conduction of a relevant referendum, mentioned by the President Zelenskyi, it will be the responsibility of the Verkhovna Rada – 43% of respondents said; 17% believe it will be responsibility of the Cabinet of Ministers; 51% think that of the President Zelenskyi; 10% - of the Constitutional Court; 14% - of the party "Sluha Narodu (Servant of the People)"; 14% - of the law enforcement agencies (General Prosecutor's Office, Ministry of Internal Affairs); 10% - of the Supreme Court.

  • When assessing which of the parliamentary parties have the most thoughtful and realistic solutions to ending the military conflict in Donbas, 31% of respondents named "Sluha Narodu (Servant of the People)", 17% - “Opozytsiina platforma – Za jyttia (Opposition Platform - For Life)”, 5% - “Batkivshchyna (Motherland)”, 9% - “Yevropeiska solidarnist (European Solidarity)”, 4% - “Holos (Voice)”.

  • When evaluating which of the parliamentary parties have the most thoughtful and realistic solutions for reducing gas prices for the population of Ukraine, 18% of respondents named "Sluha Narodu (Servant of the People)", 17% - “Opozytsiina platforma – Za jyttia (Opposition Platform - For Life)”, 15% - “Batkivshchyna (Motherland)”, 4% said it was “Yevropeiska solidarnist (European Solidarity)”, 1% named “Holos (Voice)”.

  • Oleksandr Korniienko, the leader of the party "Sluha Narodu (Servant of the People)", made a statement that their faction would support the removal of the immunity of Petro Poroshenko, the People's Deputy and the fifth President of Ukraine, if such a request came to the Verkhovna Rada: evaluating this, 74% of those polled, in one way or another, support this decision, 21% - do not.

  • Evaluating the efforts of the new government in resolving the conflict in Donbas, 51% say it is not coping very well, 40% believe it is doing a good job on that. At the beginning of November, these figures were as follows: 44% and 46%, respectively.

  • Evaluating the success of the new government in the fight against corruption in the upper echelons of authorities, 70% can not see any success, and 22% believe that there are some good results.

  • Half of the Ukrainians (47%) believe that the new government does well in ensuring the freedom of expression, 44% - that it is not successful in this. At the beginning of November, the situation was as follows: slightly more than half (55%) saw success in securing free speech, more than a third (36%) disagreed.

  • The majority of respondents (71%) do not see any progress in the investigation of resonant criminal cases, 17% note the success though. A similar situation was observed in early November.

  • 75% of respondents do not see the success of the new government in reducing utility tariffs, 16% say they can see it.

  • 46% of the survey participants do not see any success in solving the problem of reliable gas supply to Ukraine and gas transit to Europe through our territory, 28% admit they see it.
