Kiev International Institute of Sociology (KIIS) conducted an All-Ukrainian survey "Thoughts and views of the population of Ukraine (Omnibus)" from 10 to 20 February 2017, from 9 to 20 February 2019, and from 28 January to 20 February 2020.

A total of 2,040 respondents were interviewed in 2017, 2,042 respondents in 2019, and 2,038 respondents in 2020. The surveyed respondents have been sampled of those living in 110 settlements of all regions of Ukraine (in the controlled area). The applied stratified four-stage random sample is representative of the adult population permanently residing in Ukraine. The sampling frame does not include those in the military service, in prisons or medical institutions (hospitals, medical boarding schools).

The statistical error of the sample (with a probability of 0.95 and a design effect of 1.5) does not exceed:

o 3.3% for indicators close to 50%,

o 2.8% for indicators close to 25 or 75%,

o 2.0% for indicators close to 12 or 88%,

o 1.4% for indicators close to 5 or 95%,

o 0.7% for indicators close to 1 or 99%.

The prevalence of smoking electronic cigarettes and heated tobacco products (hereinafter - HTP) in 2020 compared to 2019 has increased substantially. Among men who are current cigarette smokers, the percentage of e-cigarette smokers has increased from 3.9% to 6.4% over the last year, and among women, this portion has increased from 5.8% to 13.2%, respectively. Between 2019 and 2020, the percentage of HTP smokers also increased: among men, from 1.5% to 6.1%, and among women, from 3.4% to 10.5% among current smokers.

According to the survey, people consider it necessary to regulate and control e-cigarettes and HTPs. More than 85% of Ukrainians oppose advertising and the visible placement of cigarettes and new tobacco products in stores, and more than 90% of respondents agree that the sale of e-cigarettes to minors should be banned and the list of public places free from smoking should be expanded.
