Opinions and views of the population on the "poll" initiated by the President: October 2020
From October 17 to 19, 2020, KIIS conducted its own survey by CATI method (computer-assisted telephone interviews) based on a random sample of mobile phone numbers. The sample is representative for the adult population (18 years and older) of Ukraine. The sample does not include territories that are temporarily not controlled by the authorities of Ukraine - the Autonomous Republic of Crimea, some districts of Donetsk and Luhansk regions. 505 interviews were conducted during the survey.
Statistical sampling error (with a probability of 0.95 and without taking into account the design effect) does not exceed: 4.5% for indicators close to 50%, 3.9% - for indicators close to 25%, 2.7% - for indicators close to 10%.
Support for the creation of a "free economic zone" in Donetsk and Luhansk regions
During the interview, respondents were asked a question in the wording, proposed in the President's "poll": "Do you support the creation of a free economic zone in Donetsk and Luhansk regions?". At the same time, compared to the wording of the President's "poll", the respondent could also choose the options "difficult to say" and "refusal to answer" (which were not offered to the respondent, but were noted at his / her request). According to the survey, 45% of all respondents do not support the provision of a "free economic zone" in Donetsk and Luhansk regions. Support the provision – 33.5%. Moreover, the level of support is growing from West to East from 27% to 46%[1].

Diagram 2 compares data among those who plan to take part in the President's "poll" and those who do not plan to take part in the "poll". In both cases, those who oppose the "free economic zone" predominate. At the same time, there is a tendency that those who plan to take part in the "poll" are more supportive of the "free economic zone".

In addition, respondents were asked the question "What exactly do you think" free economic zone "means?" in an open form, ie the respondents "in their own words" said what exactly they understand. Overall, 32% of respondents said they could not answer the question. The remaining 68% gave answers that, on the one hand, demonstrate the diversity of understanding of the "free economic zone". On the other hand, many respondents' responses rather indicate a lack of a proper informed understanding of what they are talking about.
President's "poll": sincere intentions or political calculation
Respondents were also asked to choose one of the interpretations of the President's "poll": whether it is a sincere intention to hear the opinion of the majority or political technology to achieve their own goals. Opinions of respondents were evenly distributed: 44% believe that it is a sincere intention, 44% believe that it is a political technology. Confidence in the results of the President's "poll"
41% of the respondents will not trust the results of the President's "poll". Will trust them – 43%.
