Ukraine: most people refuse to compromise on territory, but willingness to make peace depends on their war experiences – new survey

Between May 19 and 24, we commissioned questions in the nationally representative Omnibus survey of Ukrainians by the Kyiv International Institute of Sociology (KIIS). Researchers posed a binary question about possibly conceding territory for peace in which 82% agreed with the statement that: “Under no circumstances should Ukraine relinquish any of its territories, even if this prolongs the war and threatens its independence.”

Given that the contested territories are different (as described above), does naming specific territorial concessions, or wartime experiences, make a difference? To do so, we probed attitudes to four territorial compromise scenarios.

Our question read: “All choices about what to do during this current Russian aggression have significant, but different, costs. Knowing this, which of the following four choices should the Ukraine government take at this time?”

The options and respective national percentages were:

  1. Reaching an immediate ceasefire by both sides with conditions and starting intensive negotiations (14.9%)
  2. Continue opposing Russian aggression until the territory occupied by Russia since February 24, 2022 is liberated (8.6%)
  3. Continuing opposing Russian aggression until all Ukrainian territory except Crimea is liberated (12.2%)
  4. Continue opposing Russian aggression until all of Ukraine, including Crimea, is under Kyiv control (61%).

And 3.3% responded “hard to say”.

Where do Ukrainians get information?

During May 13-18, 2022, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion poll, "Omnibus", in which, at the request of "Opora", with USAID support, were added questions about the sources from which Ukrainians receive information. By the method of computer-assisted telephone interviews (CATI) based on a random sample of mobile phone numbers (with random generation of phone numbers and subsequent statistical weighing) were interviewed 2009 respondents living in all regions of Ukraine (except AR of Crimea) . The survey was conducted with adult (aged 18 and older) citizens of Ukraine who at the time of the survey lived in Ukraine (within the limits controlled by the Ukrainian authorities until February 24, 2022). The sample did not include residents of territories that were temporarily not controlled by the Ukrainian authorities until February 24, 2022 (AR of Crimea, Sevastopol, some districts of Donetsk and Luhansk regions), and the survey was not conducted with citizens who went abroad after February 24, 2022.

 

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.1) did not exceed 2.4% for indicators close to 50%, 2.1% for indicators close to 25%, 1.5% - for indicators close to 10%, 1.1% - for indicators close to 5%. Under the conditions of the war, in addition to this formal error, a certain systematic deviation is added, but the results obtained still remain highly representative and allow a fairly reliable analysis of public moods of the population.

PERCEPTION OF LGBT PEOPLE AND THEIR RIGHTS IN UKRAINE: RESULTS OF A TELEPHONE SURVEY CONDUCTED ON MAY 13-18, 2022

During May 13-18, 2022, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion poll "Omnibus", commissioned by the NGO "Nash svit" in which were added 4 questions about the perception of LGBT people and their rights in Ukraine. By the method of computer-assisted telephone interviews (CATI) based on a random sample of mobile phone numbers (with random generation of phone numbers and subsequent statistical weighing) were interviewed 2,000 respondents living in all regions of Ukraine (except the Autonomous Republic of Crimea). The survey was conducted with adult (aged 18 and older) citizens of Ukraine who at the time of the survey lived in Ukraine (within the limits controlled by the Ukrainian authorities until February 24, 2022). The sample did not include residents of territories that were temporarily not controlled by the Ukrainian authorities until February 24, 2022 (AR of Crimea, Sevastopol, some districts of Donetsk and Luhansk regions), and the survey was not conducted with citizens who went abroad after February 24, 2022.

In addition, at this link is an analytical post of specialists of the NGO " Nash svit ". At the same time, we draw your attention to the fact that the results of 2016 were collected by the method of personal (face-to-face) interviews, and the current ones - by the method of telephone interviews. Somewhat more educated, wealthy, active respondents take part in telephone surveys, so in part the dynamics is the result of a change in the survey method.

COOPERATION BETWEEN KIIS and ISER

This co-operation agreement is made between the Kyiv International Institute of Sociology (KIIS) and the Institute for Social and Economic Research (ISER) at the Universty of Essex, UK.

As institutions comitted to high-quality research for the purpose of informing society and driving positive change, KIIS and ISER hereby agree to provide mutual support and to seek opportunities for collaboration. We have already experienced successful co-operation in the past (specifically, in the context of exit polling at the

Ukrainian parliamentary elections of 2012). In current circumstances, we recognise that the relationship between our institutions is imbalanced, but we hope that this may change in due course.

Activities falling within the remit of this agreement may include, but not be limited

to:

  • · inviting members of the other institution to attend seminars and conferences

without charge;

  • · hosting research visits by members of the other institution;
  • · providing advice, comment, or quality assurance, as appropriate;
  • · collaborating on funding applications or other joint activities of mutual benefit.

This co-operation agreement will remain in force for an initial period of five years

from the date of signature, unless terminated by mutual agreement.
